Oil and Gas

42,4m tons of Crude Oil Transported via Pipelines on the Territory of Georgia
In 2010, the oil pipelines on the territory of Georgia transported 42,4m tons of crude oil.
According to the Oil and Gas Corporation of Georgia, last year, 38,379 million tons of Azerbaijani crude oil was transported via the Baku-Tbilisi-Ceyhan (BTC) pipeline to the port of Ceyhan.  The indicator in 2009, made up 38,271m tons.  3,985 million tons of oil was transported to the Supsa terminal through the Western Route Export Pipeline (WREP) in 2010, which is down by 502 thousand tons compared to the 2009 transit indicators.  According to experts of the Oil and Gas Corporation, a decrease in oil transit is the result of global economic crisis.

Kulevi Oil Terminal Handles 33 435 tons of Oil and Oil Products
The Black Sea oil terminal of Kulevi, the Samegrelo Region, has received 362 668 tons of oil and oil products in January 2011.  The state oil company of Azerbaijan (SOCAR) says the Kulevi Terminal transported 33 435 tons of oil and oil products in January 2011, up 131 percent compared to the same period of 2010. The Kulevi oil terminal handled total of 3.6 million tons of oil and oil products throughout 2010, up 56 percent year on year.

EU has allocated 5 million Euros to rehabilitate Enguri/Vardnili HPP
On January 27, 2011 the Agreement on the allocation of EU grant in the amount of 5 million Euros to rehabilitate Enguri/Vardnili HPP  signed by the Minister of Energy of Georgia Mr. Alexander Khetaguri and EU representative Mr. Phillip Dimitrov in the Ministry of Energy of Georgia. The Agreement envisages:  Increasing security of Enguri Dam through rehabilitation of Vardnili cascase; Full rehabilitation of Generation Sets I and II of Enguri resulting in 20-30% increase of electricity output by each genset.  4 million Euros out of 5 shall be used for the improvement of roads leading to Vardnili HPP as well as on engineering works on the derivation channel. 1 million Euros are considered to be used for the Porject supervision and monitoring, which based on the special agreement with EU, shall be performed by EBRD.

Georgia's Electricity Exports Hit Historical Maximum in 2010
Georgia's electricity exports in 2010 hit a historical maximum. The Electricity System Commercial Operator (ESCO) says the country exported 1.524 billion kilowatt-hours in 2010, up 2 times compared to 2009 (749.43 million kilowatt-hours), while the figure stood at 679.59 million kilowatt-hours in 2008 and 625.47 kilowatt-hours in 2007.  In 2010 Georgia exported 1.117 billion kilowatt-hours to Russia, 14.344 million kilowatt-hours to Azerbaijan, 303.366 million kilowatt-hours to Turkey and 89.447 million kilowatt-hour to Armenia.  At the same time, Georgia imported 222.08 million kilowatt-hours in 2010, including 211.94 million kilowatt-hours from Russia and 10.138 million kilowatt-hours from Azerbaijan.

ESCO Net Profits in 2010 Made up 5.591 million GEL
Net profits of the Electricity System Commercial Operator (ESCO) in 2010 made up 5.591 million GEL, up 2 times compared to 2009 and exceeded the 2007 index. ESCO net profits in 2009 equaled 2.512 million GEL, 2.438 million GEL in 2008 and 5.134 million GEL in 2007.  ESCO revenues in the reporting period equaled 151.8 million GEL, up 22 million GEL compared to 2009.  ESCO receives revenues from export operations and services, as well as fines, which are imposed on qualified companies.

Turkish-Austrian Consortium to Construct Cascade of HPPs on River Mtkvari
Enerjiza Turkish-Austrian consortium will construct a cascade of hydro power plants on the river Mtkvari.  Energy Minister Aleksandre Khetaguri told GBC the consortium unites Turkish Sabanch and Austrian Ferburd. The consortium will construct a 220-megawatt cascade of HPPs on the river Mtkvari. The accepting of pre-qualification proposals ended in summer 2010. "At the this stage negotiations are being conducted the with Turkish side. The HPP construction is a trans-frontier project, that is the Upper HPP of the Cascade will be constructed  in both Georgia and Turkey. Therefore, the countries should conclude an international agreement", Khetaguri noted.  The value and the deadline for the project implementation will be determined after the development of feasibility studies.

Georgian Railway Subsidiary to Draw Investments for Constructing Neskra HPP
Georgian Railway Construction, subsidiary of Georgian Railway, will draw private investments for constructing Neskra HPP. Georgian Railway Construction executive director Archil Giorgadze told GBC at this stage HPP feasibility studies are being developed and the process will end in late March. Giorgadze expects the HPP construction works to start at the end of 2011. The project implementation deadline depends on investments. Total value of the 240-megawatt HPP construction makes up 500 million USD. At this stage, the company has hired a financial counselor to assist the management in drawing investments. The HPP is capable for generating electricity in winter period so as to replace one block of the steam power plant in winter period. As a result, the ratio of hydro energy generation will increase.

French President launches €10 billion tender for first offshore wind project
French President Nicolas Sarkozy has launched a €10 billion tender for the country’s first offshore wind project, which will see 600 turbines constructed with a capacity of 3 GW.The successful bidders for the ambitious project, which could span from five to ten as yet unannounced locations, will be announced next year.

UN climate talks in focus at Davos forum
U.S. businesses must do more to pressure Congress to act on climate change and realize that China is "winning the green race," world leaders and climate change experts said this week at the World Economic Forum, writes Associated Press. In a panel discussion U.N. climate chief Christiana Figueres said China "is going to leave us all in the dust" in the transition toward a more energy-efficient global economy. The Chinese, she said, "are not doing it just because they want to save the planet. They are doing it because it's good for the economy."
