DEVELOPING OF POSSIBILITIES OF POWER POTENTIAL OF THE RIVERS IN GEORGIA BY MEANS OF CONSTRUCTING HYDRO POWER STATIONS OF LOW CAPACITY

Low hydropower potential of Georgian rivers can be developed in two ways: by rehabilitating and upgrading the existing small hydro power plants and constructing new power units. Monitoring of the existing hydro power plants was conduced at Georgian Scientific-Research Institute of Power Engineering and Power Structures and it was determined, that it is quite possible to rehabilitate up to 45 hydro power plants.

As a result of the researches run, it was also specified that for commencing the construction of new small hydro power plants, it is necessary to study particular river sections having high specific hydropower potential. Design tasks for the rehabilitation of several existing power plants as well as for the construction of new ones were elaborated with the authors’ participation.

Significant grants are required for supplying power to Georgian families and individuals. Purchase of fuel and its cost is quite a big economic load on most industrial fields. Georgia is very much dependant on fuel and power import. Created situation required the development of a new policy for producing and using various types of energy based on which local energy sources including hydropower, coal, bio-fuel (basically wood fuel) should play an important role together with the imported (oil, natural gas) fuel.

An essence and importance of tariffs in market economy conditions are reviewed. Most attention is paid to their role in natural monopolies, particularly in the field of power industry. Principles of tariff determination and regulation are set forth. It is mentioned, that currently, tariff estimation is based on the forecast data of production volumes, main fund costs and exploitation costs as well as on the investment plan, but it is too difficult to fully implement the mentioned requirements in practice. One of the reasons is incomplete infobase. In addition, many parameters provided in tariff application are of subjective and indefinite nature and some are of almost fully estimative nature.

Usage of fuzzy-set theory is proposed as one of the trends for the perfection of tariff determination and regulation. Authors believe, that the body of mathematics more adequately reflects uncertainty aspects of the parameters of power market in present conditions and allows to raise the tariff determination and regulation processes to a newer level.
