Renewable Energy & Energy Efficiency

Government Amends Renewable Energy 2008 Program
The Georgian government has amended the Renewable Energy 2008 program.  Under the February 3 resolution of the Energy Ministry, several hydro power plants in the Mtskheta-Mtianeti Region have been removed from the program, namely, Dariali HPP on the river Tergi (99.9 megawatts), Tergi HPP on the river Tergi (17.2 megawatts), Amala HPP on the river Amaal (8.3 megawatts), Chkheri HPP on the river Chkheri (14.8 megawatts), Juta HPP on the river Juta (8.9 megawatts), Sno HPP on the river Snostskali (17.8 megawatts), Kobi HPP on the river Tergi (11 megawatts), Truso HPP on the river Tergi (8.7 megawatts) and Tsdo HPP on the river Tergi (57.1 megawatts). Certain parameters should be improved to include these HPPs in the program,, the Energy Ministry says.  As reported, the government-proposed renewable energy 2008 program calls for constructing 78 small hydro power plants in Georgia.

Global solar photovoltaic growth doubled in 2010
The world added about 16 gigawatts (GW) of new solar photovoltaic (PV) power in 2010, double the growth seen a year earlier, the European Photovoltaic Industry Association told Reuters on Monday. The global increase, confounding a financial crisis, reflects sharp falls in solar panel prices and generous subsidies. Europe dominated new solar power installations last year, at about 13 GW, with Germany and Italy accounting for nearly 7 GW and about 3 GW respectively.

US EPA allows sale of gasoline with up to 15% ethanol
The US Environmental Protection Agency (EPA) has expanded the range of vehicles allowed to use gasoline containing the biofuel ethanol.  In October last year, the EPA approved a waiver allowing the use of gasoline containing 15% ethanol – E15 – for vehicles from model year 2007 onwards.
But the agency delayed a decision on whether E15 was suitable for use in older vehicles.
Now, EPA Administrator Lisa P. Jackson has made the decision that it is suitable for cars and light trucks from model years 2001 onwards on the basis of a Department of Energy review of the effect of E15 on emissions.

Climate Change

Durban climate talks to finalize institution building arrangements
The next UN climate change conference in Durban, South Africa, will focus on
finalizing and adopting the institution-building arrangements launched in Cancun - as well as the methodologies to provide the rigour and transparency, said Christiana Figueres, UN climate chief, writes Afrique en ligne. "In Cancun, nations evidently chose to approach the challenge in a bottom-up manner through a compilation of best national efforts," Ms Figueres said. "It is hard to say whether this will suffice to keep the world on a 2 degrees Celsius trajectory."
