Views about the necessity of establishing integral energy concept worked out by the author are proposed. Joint efforts of international organizations and experts from different countries are required for its development. Final purpose of the integral energy concept should be the foundation of Coordination Centre of International Energy Relations.

The key issue of the activity of such organization is the development of conceptual approaches for improving energy safety of particular countries (regions); establishment of international legislative base for regulating relations between the countries in energy development field; establishment of integral world standards in energy; organization of firm basis for the development of energy potential of particular countries.The draft law about provision of nuclear safety adopted by EU in June 2009 is brought as an example.



OPTIMAL DISTRIBUTION OF ACTIVE LOAD IN POWER SYSTEM CONSIDERING THE SERIES OF HYDROPOWER PLANTS

Optimal distribution of the active load in the power system considering the series of hydropower plants is reviewed.Efficiency function, system of the constraint equations and inequalities were drafted based on mathematic expressions of the plant metering characteristics. Lagrange indefinite multiplier method was applied in the problem solution.

An equation system for the problem of the active load distribution optimization between the power plants in the power system taking into the account the seasonal hydropower plants operating in series with the hydropower plants with reservoirs the operation of which is somehow associated with the operating condition of regulating hydropower plants is obtained.



ELECTRIFICATION OF SMALL CAPACITY CONSUMERS USING SOLAR ENERGY IN GEORGIA

In the developed countries of the world are received considerable results in business of working out of converters of a solar energy in electric energy. World leading firms “Splar Liting International”, “Sharp”, “Conchiglia”  make semi-conductor solar modules  and panels with efficiency 10-12%. Solar modules apply to construction of photo-electric systems of an electrical supply.Photo-electric electrical supply systems happen two types: independent and attached to an Electrical power system.We have counted up a total area of solar modules for the average  consumer consuming 8350 wh.
