Libyan oil won't flow until war is over
Libya's biggest oil company will not resume production until the war ends, and that probably holds good for producers across the country, the firm's information director told The Associated Press on Sunday.
Abdeljalil Mohamed Mayuf said that the Arab Gulf Oil Co., responsible for more than a quarter of Libya's former production of 1.6 million barrels a day, stopped pumping for fear of further attacks by the forces of embattled leader Moammar Gadhafi.
"Everything depends on security. We can produce tomorrow but our fields would be attacked," Mayuf said in an interview. "We cannot put an army around each field. We are not a military company and the forces of Gadhafi are everywhere."

US city of Seattle plans to improve efficiency of its buildings
The US city of Seattle is launching a programme aimed at improving the energy efficiency of commercial buildings in the region.
The programme aims to get over 800 commercial building owners to measure and benchmark the energy efficiency of their properties and share the rating with city authorities and prospective buyers or tenants.
According to figures from the Department of Energy, buildings consume over 70% of the electricity generated in the US but could be 30-50% more energy efficient.

New Scottish Government pledges 100% renewable electricity by 2020
The newly elected Scottish Government led by First Minister Alex Salmond has upped the region’s 2020 renewable electricity target from 80% to 100%.
Salmond says that Scotland, which currently has around 7 GW of installed renewables and will exceed its interim target of meeting 31% of electricity demand from renewabes by 2011, can move “faster and further” to become the green energy powerhouse of Europe.
“Because the pace of development has been so rapid, with our 2011 target already exceeded, we can now commit to generating the equivalent of 100% of Scotland’s own electricity demand from renewable resources by 2020,” he told the All-Energy conference in Aberdeen today.

An Agreement Concerning the Construction of a Hydro Power Plant "Dariali" Has Been Signed
On May 19, at the Ministry of Energy and Natural Resources of Georgia, an agreement concerning the construction of a hydro power plant in the Mstkheta-Mtianeti Region, on the river Tergi, has been signed between the Government of Georgia and company “Dariali Energy”.
The agreement signing ceremony was attended by the Minister of Energy and Natural Resources of Georgia – Alexandre Khetaguri, and representatives of the Embassy of USA to Georgia, LTD “Electricity System Commercial Operator” and LTD “Energotrans”.

Khudoni HPP Operator Indian Company Must Submit Population Resettlement Plan
Khudoni HPP operator Indian company Trans Electra Ltd must submit a population resettlement plan to the Government.
Energy Minister Aleksandre Khetaguri noted on May 18 the company must develop a village construction plan. The new village will be located near the previous one.
Trans Electra Ltd has already developed feasibility studies and the pre-projection works will start in July 2011, Khetaguri added. The hydro power plant construction works are expected to start in January 2012.

U.S., China Cooperate to Fight Climate Change, Illegal Fishing
The United States and China have agreed to cooperate on combating climate change, greenhouse gas observation in China and energy sciences. Talks last week also yielded an agreement to expand efforts to control illegal, unreported and unregulated fishing as well as establish regular bilateral consultations on fisheries conservation and ocean management.
The agreements at the third U.S.-China Strategic and Economic Dialogue meeting held in Washington, grew out of talks between U.S. President Barack Obama and Chinese President Hu Jintao during Hu's state visit in January.
The two presidents pledged to establish a framework of comprehensive cooperation between the two countries. "Today, the two leaders' vision has become reality," said Chinese Vice Finance Minister Zhu Guangyao on Tuesday at a press conference after the Dialogue.

High Atmospheric CO2 Levels May Cause Mass Extinctions in the Oceans
One of the greatest causes of global climate change is the human emissions of greenhouse gases, specifically carbon dioxide (CO2). These emissions are released into the atmosphere, but much of it gets absorbed into the world's oceans. A new study, published in the Proceedings of the National Academy of Sciences, looked at prehistoric ocean sediment and found a disturbing trend. Periods of high CO2 concentrations have historically coincided with mass extinctions of marine organisms.
