Federal On-Scene Coordinator Approves Gulf Coast Shoreline Clean-Up Completion Plan Milestone Paves Way for Restoration Work

After 18 months of sustained effort to clean the shoreline of the Gulf of Mexico following the Deepwater Horizon accident, the U.S. Coast Guard’s federal on-scene coordinator (FOSC) has approved the shoreline clean-up completion plan, paving the way for restoration work.

Under the plan, the FOSC will determine which shoreline segments have completed the active clean-up measures and can transition out of the response phase. That will allow the federal and state trustees to move forward with BP-funded restoration activities.

Renewables and Efficiency

China to phase out inefficient light bulbs in five years

China is to phase out energy inefficient incandescent light bulbs over the next five years, according to media reports.
From October next year, China will ban imports and sales of 100 W and higher incandescent light bulbs, followed by 60 W bulbs in October 2014 and 15 W bulbs in October 2016.

According to the National Development and Reform Commission (NDRC) statement, as reported by Xinhua News Agency, the move will save China 48 billion kWh of power a year and reduce CO2 emissions by 48 million tonnes annually.

Lighting currently consumes around 12% of China’s total electricity use and the country produces 3.85 billion incandescent light bulbs a year, of which 1.07 billion are sold and used domestically.

Scotland’s 100% renewable electricity ambition cannot be reached, says report

The Scottish Government’s target of producing all of its electricity from renewable sources by 2020 has been attached by the Institution of Mechanical Engineers (IMechE).

IMechE says, in a highly critical report, that the target is not “supported by a rigorous engineering analysis of what is physically required”. The plans to achieve it are poorly worked out, uncosted and unrealistic, it claims.

The report says the Scottish Government’s plans do not include stable sources of renewable electricity like biomass or geothermal to provide baseload supply when wind or solar power sources fail to provide enough electricity during unfavorable weather conditions.

Alstom plans effort to build 6 MW offshore wind turbines

Engineering firm Alstom has responded to a call for tenders from the French government with plans to set up two sites in Frances dedicated to the production of turbines for offshore wind farms.

The plans would see Alstom invest up to €100 million in developing port sites at Saint-Nazaire in the Loire-Atlantique region and Cherbourg in the Manche region to build the new ‘Haliade 150’ 6 MW offshore wind turbines.

The two sites would be Alstom’s first dedicated entirely to offshore wind energy and could generate up to 1000 direct jobs and 4000 indirect positions.
